The call for this mission happens after you finished Colonel Cortez: Mall Shootout.
You find this telephone when you drive towards the beach from the pizza restaurant in Vice Point on the first island and then turn left on the long main beach road. There take the first road to the left and there is the phone you need to get to.

What you have to do is explained pretty fast and also explained in the game, so I don't rewrite this here, but keep the following in mind: Ram the car as long as it needs for it to go up in flames. Then get away. AND USE NO WEAPONS!!!
She drives off to the south first, so get to the jeweler with a heavy but still fast car like the Mesa Grande, Landstalker or Rancher and drive into the pink marker from north to south and then get her.
