So where is the boatyard? It is the boatyard where you had to steal the fastest boat for Ricardo Diaz in the Vice Port area. In case you don't remember, drive the main road on the second island all the way south until the road forks. Now stay on the left lane, even though there are people coming at you and after 200 meters there is the boat yard on your left. It is a bit hidden behind netting wire.
