Get the hammer and the car that both are there for you as a service from Vice City and then start racing to the northernmost witness that is shown as a dot on your map. The white N with the circle around it is the sign for north on your map. So drive to the witness that is located northernmost, his car is parked in a hotel driveway under a roof. Get out fo your car, walk to the car of the witness and wreck his car like you know what you are doing with the hammer (around 20 hits will do).

Now drive to the second witness and now at first hit him with the hammer and please don't kill him (by shooting or hammering to much on him!!!). And then wreck his car too and you are 400$ richer.
