In the water. You need a Zoomer to reach the scoutfly. As there is only one Zoomer
on Misty Island you know where to look. Now look for the power cell in the
air. Here a ramp goes up to the power cell and on the way there you will find the scoutfly 4.

At the cliffs on Misty Island above the blue eco is a way through the wall. There you will
find the Scoutfly 5.

At the end of the cliffs, shortly before the ambush and still outside of the gate.
